The Winter and Summer Olympics are governed by the International Olympic Committee (IOC). This multinational organization chooses the host cities.
Nine years prior to the Olympic games, Host cities can start contacting the IOC to start the process. Each delegation must accomplish a set of objectives over the next three years to show that they have (or will have) the facilities and funding necessary to host an effective Olympics.
The IOC's member states cast ballots for the finalist at the conclusion of the three-year period. However, not all cities that are interested in hosting the games advance this far in the competition.
For instance, the IOC eliminated two of the five cities vying to host the 2020 Summer Olympics, Doha, Qatar, and Baku, Azerbaijan, midway through the selection process. Only Istanbul, Madrid, and Paris advanced; Paris took first place.
